纽约—2008年的金融危机宣告了我们所熟悉的全球秩序寿终正寝。在G8峰会即将到来之际,我们不能不注意到这样一个事实:70年来,美国第一次不再能够推行国际日程和在当今最紧迫的问题上成为全球领袖。

事实上,美国拒绝在拯救欧元区、干预叙利亚以及动用武力解决伊朗核问题(尽管以色列强烈支持这样做)已经表明它的海外形象有所调整。总统奥巴马正式结束了伊拉克战争,并正在从阿富汗撤军——只能用控制撤军节奏来挽回最后的颜面。美国正在交出领导权杖——尽管还没有哪个国家或国家组织愿意或能够接过它。
