欧盟的里斯本协议究竟出了什么问题?不仅广大公众对欧盟增强竞争力、促进经济发展和增加就业的施政日程几乎全然不知,甚至连很多知识分子、理论学者、首席执行官甚至议员都所知寥寥。

举例来讲,在就欧盟宪法协议展开的辩论中,无论支持者还是反对者都很少提到里斯本战略。那么,法国、荷兰和其它地方愈演愈烈的“欧洲怀疑主义”就没什么可奇怪的了。

尽管伊拉兹马斯等项计划取得了很大成功,也赢得了不小的知名度,但普通百姓还是感觉不到欧盟对高等教育或培训做出了哪些贡献。实际上,欧洲民意调查中心最近一次有关里斯本战略的调查显示,欧洲公众认为欧盟政策和经济竞争力之间并没有多少关系。
