北京—中共公布了十八大三中全会的最终文件。从历史上看,中共往往在三中全会上公布未来五到十年的重大政策。今年恰逢领导层过渡之年,因此三中全会也变得更加重要。如人们所期望的,此次三中全会的最终文件揭开了将决定未来十年中国经济和社会面貌的全面的改革计划。

首先,户口制度将得到改革。小城市和建制镇将放开农民工落户申请,不再附带条件;中等城市也将如此,但会有一些限制。尽管大城市的大门仍如以往那样关闭着,但这一新政策将极大地削弱中国长期的城乡和地区差距的制度性基础。

类似地,强制执行了34年的独生子女政策也将修改。在大部分省份,双方本身都是独生子女的父母已经可以生育二胎。新政策建议各省允许任一方为独生子女的父母生育二胎。这项政策大概只能影响1000万对夫妻——对于人口超过13亿的中国来说,这个数字只是九牛一毛——但它代表了迈向结束独生子女规则的巨大一步。
