MH-17事件的框架

费城——美国总统奥巴马称马航17航班被击落所引发的“愤怒难以言表”,而俄罗斯总统普京则用“意外”和“可怕的悲剧”来形容。乌克兰总统波罗申科称之为一次“恐怖事件”,而马来西亚总理纳吉布·拉扎克则称上述行为“反人道、反文明、暴力且不负责任。”

上述所有说法可能都有道理,但其修辞重点和法律内涵则各有不同。政府和国际组织是时候将MH17遇袭事件定性为潜在的战争罪行。

这种说法上的转变很有必要,因为用所有人都听得懂的语言指出这种卑劣行径的道德错误对统一公众看法很有帮助。目前俄罗斯和西方的公众说法截然不同。俄罗斯媒体和官员充其量把此次事件说成是可怕的错误,甚至说成是美国人削弱对叛军支持的阴谋。而美欧则越来越多地指责俄罗斯可能为叛军提供装备或者协助。
