华盛顿—十多年前我负责土耳其的政策制定,我所听到的最佳建议是“把大量时间和精力花在发展和传达一种‘故事’来支持你所想让其成功的政策计划上。”经济政策越是容易引起公共争论——即民主成分越多——政策故事的重要性就越大。

欧盟和欧元区所面临的危机就是很好的例子,说明了能解释公共政策并激发对政策的政治支持的故事的重要性。成功的故事既不能太复杂,也不能太简单。它必须抓住眼球、解决公众的焦虑并激发现实希望。选民通常会感冒于廉价的民粹主义。

去年7月,欧洲中央银行行长德拉吉就为金融市场提供了这样一种故事。他说欧洲央行将做任何该做之事防止欧元解体,并且言简意赅地加了一句:“相信我,这就够了。”
