中印战争的经验教训

发自新德里——本月是中国对印度发起军事行动五十年的日子,这场战争是共产党领导下的中国所赢的唯一一场对外战争。但这场战争却未能解决世界上人口最多的两个国家之间的争端,而其后果至今仍在拖累着双边关系。当两国的经济实力正得到越来越多的国际关注之时,相对而言中印之间在其他问题上——从土地到水源,再到对其他区域的地缘政治影响——所存在的潜在战略对峙得到的关注就较少了。

中印关系在国际上的重要性反映了一个事实——两国人口加起来占了全球人口的37%。尽管他们代表着截然不同的文化以及相互竞争的发展模式,两国之间仍有着塑造了本国外交政策的相似历史:它们都在几乎同一时期将自身从殖民统治中解放了出来。

纵观其历史,由于印度和中国的文明被广阔的青藏高原隔开,相互之间的文化和宗教互动因而受到了限制;而两国之间几乎不存在政治关系。直到1950-1951年中国吞并了西藏之后,中国的汉族军队才第一次出现在喜马拉雅山的印度边境上。
