雷曼破产已过去将近两年,美国经济依然趔趄。增长乏力使得失业率一直徘徊在10%,看不到任何短期改善的希望。毫不奇怪,在中期国会选举(11月举行)即将到来之际,美国人纷纷愤怒地质问为何政府大手笔的刺激政策毫无作用。更进一步,需要怎么做才能走出困境?

实事求是地讲,答案也许对选民来说很不中听,那就是,从来没有什么速效仙丹。今日之局面酝酿了足足十年,要想完全克服,至少也得花上好些时日。正如卡门·莱因哈特(Carmen Reinhart)和我在2009年关于800年金融危机史的新书《这次不一样?》中所写,深层次金融危机之后的复苏往往既慢又长,还伴随着高失业率。
