巴黎——

把2011年3月的日本与同年7月的挪威相比较,这听来或许牵强,因为前者遭受的是自然的狂暴,而后者经历的却全然是人类的疯狂。然而,在不同的不幸面前,两国却显露出了相似的品质和缺陷。

无论在日本还是挪威,公民社会对事件的反应都令人称道:民众表现得团结而有尊严,并且强化了民族凝聚力,使本国国民对自身及其核心价值更为自信。而与此同时,公安机关的表现显然有所不足。因此,两国人民或许会对本国的官僚机构更为不满。这种情绪也很合理,毕竟是人民,值得称赞的人民,用聪明才智填补了政府管理的空白,提供了本应由政府提供的保护措施。
