OXFORD – Cuando las Naciones Unidas elijan un nuevo secretario general el próximo año, el mundo se enfrentará a una decisión crucial. Un nuevo informe del Foro Económico Mundial y la Escuela de Gobierno Blavatnik de la Universidad de Oxford establece una serie de mejores prácticas – cada una de las cuales ya ha sido implementada por al menos un organismo internacional – que pueden garantizar que los líderes se elijan de entre los candidatos más calificados y que las organizaciones para las que trabajan cuenten con las mejores prácticas de administración posibles.

Para empezar, es importante profesionalizar el proceso de selección. Durante demasiado tiempo los acuerdos secretos entre gobiernos han predominado sobre la búsqueda de un candidato que tenga las capacidades y experiencia pertinentes. Cuando Pascal Lamy, uno de los autores del informe, fue elegido para encabezar la Organización Mundial del Comercio, ni siquiera había una descripción del puesto contra la que se pudieran medir sus capacidades.
