Новый доклад, подготовленный Всемирным Экономическим Форумом и Школой управления имени Блаватника при Оксфордском университете, описывает целую серию лучших практик, каждая из которых уже внедрена, по крайней мере, одним международным агентством, и которые гарантируют селекцию лидеров из самых квалифицированных кандидатов, а также наделяют организации, в которых они работают, самыми лучшими из возможных управленческих практик.

Начинать следует с профессионализации процесса отбора. Слишком долго приоритетом были закулисные сделки между правительствами, а не поиск кандидатов с необходимыми качествами и опытом работы. Когда Паскаль Лами, один из авторов данного доклада, был выбран руководителем Всемирной торговой организацией, не было даже описания должностных обязанностей для этой позиции, согласно которому можно было бы оценить его квалификацию.
