乌克兰危机之所以如此难以克服,一个原因是其根源远远超过了乌克兰边界。找到真正的解决办法需要解决俄罗斯与西方之间可追溯到20世纪90年代、俄罗斯总统普京掌权之前的纠纷。

乌克兰冲突的核心是对北约向俄罗斯认为属于其“近邻”地区的扩张的不满。幸运的是,形成解决办法是可能的,但需要改造欧洲安全结构。
