有时,我觉得美国宪法第二十二条修正案可能是确保政治领导人并不恋饯乃至众人厌恶、而且更为重要的是丧失其统治效力的最佳途径。这一修正案禁止美国总统任职超过两个为期四年的任期。

可能我已经忘却了现任布什总统前任们第二任期内的艰难,但是,布什目前自身的困境表明,这一宪法限制本身也存在问题。第一,这一修正案使得总统在第二个任期的某些时候成为蹩脚鸭。曾记否,布什连任后许诺改革养老金制度(即所谓的“社会保险制度”)?现在,不仅由于民主党的反对,而且可能更主要是因为共和党内部的接班斗争使得其明显陷于瘫痪。

但是,布什的朋友、英国首相布莱尔却表明,蹩脚鸭状态即使没有宪法上的任期限制,甚至根本没有成文宪法也会发生。布莱尔宣布他不会作为工党领导人参加第四次选举,给自己的职务限定了期限,因而犯下了致命错误。但是,即使没有这样的保证,他也会发现,在任职九年之后,鉴于其工党和英国的情绪,难以怀有成就感地整合改革规划。
