让土耳其来拯救欧盟

发自瑞士洛桑 —— 对欧盟来说,哥本哈根气候变化会议堪称一场货真价实的灾难。当时欧盟的列位首脑都认为欧盟将是整场大会的主角,谁知真正唱主角的却是美国、巴西、南非,印度和中国这几个国家,甚至在最后达成协议时都没请欧盟的代表到场。而在哥本哈根发生的一切都暴露出一个问题,那就是欧盟不仅算不上世界强权,甚至连当个国际调停人都不够格。

那究竟欧盟手里还有什么本钱?它的“硬实力”正逐渐衰落,此外在哥本哈根峰会上展现的“软实力”似乎也赢弱不堪。而这在某种程度上正是源自于一种无法赋予欧盟以政治权力的失败。

作为一项妥协性的宪政安排,《里斯本条约》无法在哥本哈根这类处理世界事务的场合给予欧盟更多 合适的 权重和权威。虽然在世界舞台上欧洲的身影比从前出现得更为频密,但这也起不到什么作用。当中国,美国,印尼、巴西和其它全球势力都各自发出一种统一的声音之时,欧洲却已经无法承受自己内部那些不和谐的杂音了。
