撤离伊拉克

最后,伊拉克各派势力表面终于达成了一致,那就是联军撤离伊拉克。不久前传出的英国国防部探讨撤军问题的文件再次凸显了上述愿望。唯一的问题是如何真正落实。

只要联军留在伊拉克,暴力就可能升级。可如果他们撤走,暴力也会升级,而且速度只会更快。因此真正的问题是:如何在伊拉克建立值得信赖的军警部队,从而维护法律和秩序。

实现这一目标需要付出很多努力。尽管加入军警部队的很多伊拉克人勇气可嘉,但如果有人动机不纯,我也不会感到奇怪。在伊拉克北部,过去的恩怨正在清算,种族隔离政策正在不少地区推行,比如传统上多民族混居的伊勒比尔就是如此。在其它地区,伊斯兰教法正在强制推行。
