塔什干的酷刑折磨

纽约——乌兹别克斯坦的伊斯兰·卡里莫夫总统政权已经存活了19年,其中很重要的原因是其一而再、再而三地动用警察暴力和酷刑折磨来迫使无罪的人认罪,以此来摧毁政敌的意志,并恫吓那些有可能想与政府为敌的人。

有时候警察对此道过于热衷。有时候受害者被折磨致死。有时候政府试图掩盖杀戮。但卡里莫夫却从未谴责过酷刑,也从未出台过任何制止酷刑的举措。

有几件个案在公众面前浮出水面,但只有当情况过于严重,导致暴力或酷刑的受害者死亡时才会如此。最新进入公众视野的是30岁的穆扎法·涂切耶夫(Muzaffar Tuychiyev),当警察2008年3月24日在塔什干地区逮捕他的时候,他还是一个健康的年轻人。然后他们把他转到距首都以南100公里的安格连的一个警察局。可是第二天早晨,涂切耶夫就已经死去。四名警官由于杀害涂切耶夫而受审。但他的父母说更高级别的警方官员仍然逍遥法外。
