欧洲无效率的峰会

没有比欧盟的巴基斯坦政策更能揭示欧盟崇尚空谈的偏好了。作为去年8月首次会议的延续,巴基斯坦-欧盟峰会将会在4月10日召开。但是你无法对这一大事有什么了解,因为没有人在负责筹备这一会议:新任欧洲理事会常任主席赫尔曼·范龙佩没有在筹备这场会议;新任的欧盟外长凯瑟琳·阿斯顿也不管这事;那位在其他许多领域都把西班牙推向了前台的西班牙首相何塞·路易斯·萨帕特罗也没有在筹备这场会议。

原因很简单:欧盟将要在会上说的都是些陈词滥调,毫无新意可言。一方面,巴基斯坦渴望得到欧盟引以为豪的警察培训经验,但另一方面,任何部署培训人员的行动都被认为是十分危险,费用高昂且极易失败的。为此,只有由某几个成员国单独用自己的小规模援助项目来进行培训。
