欧洲集中化的风险

法兰克福—对许多欧洲领导人来说,欧元区危机说明了需要“更欧洲”,最终创造出完整的政治联盟。欧洲大陆的历史充满着战争和意识形态分歧,如今又经受着全球化的挑战,因此和平、繁荣、统一、对外影响力四射欧洲显然是值得追求的目标。但关于如何实现这一目标,仍存在大量分歧。

从历史上看,货币联盟是通往政治联盟的捷径。20世纪50年代,戴高乐亲信顾问、法国经济学家吕埃夫(Jacques Rueff)提出“欧洲将通过货币构筑,除此之外别无他法。”近五十年后,德国总统魏茨泽克与这一观点遥相呼应,宣称只有通过单一货币,欧洲才能形成共同对外政策。更近一些,德国总理默克尔认为“如果欧元失败,欧洲也将失败。”

但“欧洲”所面临的的危机与欧洲经济和货币联盟的关系远甚于与政治联盟的关系。要说坚持欧洲货币联盟有什么影响的话,那就是令我们距离共同外交政策的目标更加遥远了——成员国内部(不管该国是给予还是接受了金融援助)纷纷爆发我们希望早就已经死去的民族主义情绪。
