不管是哪一方在九月份的德国议会选举中胜出,由法德两国发出重大倡议的时机都将又一次来临。无论两国经济状况如何,也无论彼此是否抱有信心,较之过去任何时代,今日之法德两国都对欧洲事业的未来成败、乃至其生死存亡共同负有更大的责任。

在法德对欧盟加以领导之外,还存在着其他的备选方案吗?让英国加入其中,形成三驾马车之势将是个不错的主意,但如今这一方案已没有可能:英国已经在很大程度上令自己置身于欧洲的领导角色之外;戈登·布朗的首相职位也摇摇欲坠;而几乎肯定将于明年重掌政权的保守党人一如既往地抱持着狭隘的欧洲怀疑论调,其程度不输于以往任何时候。至少在未来的一段时期内,欧洲绝不能将希望寄托在英国身上。
