欧洲的问题

在法国和荷兰对欧盟提议的宪法条约表示反对后的几周内,欧盟领导人忙于相互埋怨或责备法国和荷兰公民误解了他们需要解决的问题。但是还没有一位能代表全欧洲声音的政治家出现,也没有任何欧洲主要组织有勇气对当前形势发表自己的见解,更不用说对将来提议一个战略性计划。

当然,法国和荷兰公民并没有对他们应该回答的问题作出回应。他们的反对是对全球化的抗议,是对当今世界不近人情且不可理喻的管理体制的反抗。正如反全球化运动一样,新反欧洲主义可以被看作对一个不同的欧洲模式的需求——一种“改变欧洲主义”。

因此,问题并非托尼·布莱尔在他对欧洲议会的就职演说中所说的领导能力危机。没有政治家出头是因为这个危机更深了。
