和平进程的另一半

普林斯顿—美国的官员们通常不遗余力地强调中东“和平进程”中的“进程”。只有在连任总统的最后18个月任期或在中东的武装接触之后,美国才开始真正关心起“和平”。

这种模式似乎也表现在美国主办的,将于下周在马里兰州的安纳波利斯举行的中东和平会议上。而与1991年在美国领导的海湾战争之后所召开的马德里会议不同,这次的会议是在公认美国在伊拉克的努力失败的情况下召开的。

假设布什政府召开这次会议的目的是严肃的,那么美国就必须要有一个“B计划”以备和谈破裂之需。对巴勒斯坦人而言,他们主要关注的是如何避免和谈(一旦)破裂所带来的负面影响。与将2000年戴维营和谈破裂的责任归咎于阿拉法特的克林顿总统不同,布什政府必须实践承诺,不责备任何一方,也不允许任何一方以和谈破裂为由推进自己的战略目标。
