首尔会议的良机

发自首尔——狂妄乃祸患之源,而当前的全球经济危机恰恰是根源于某种过度自信的思维,以为市场能自行解决所有问题和缺陷。于是在里根—撒切尔改革过去整整30年后的今天,意识形态的钟摆又开始回头摆向另一个极端。

在过去的一个世纪里,每当定义市场与国家两者关系的理念发生剧变时,总会有一场政治经济风暴紧随其后。比如说,一战终结了19世纪以来自由放任的市场自由主义,取而代之的是以国家为中心的经济制度。大萧条和二战则开启了以布雷顿森林体系为核心的新时期,国家与市场之间的关系也因此变得更加均衡。

而2008年爆发的全球金融危机则终结了了30多年来以自由贸易和金融全球化为特征的新自由主义。虽然我们尚难判断即将到来的新时代究竟会是何种性质,但唯一可以肯定的是:全球经济正处在一个大转型的过程中,老一套已经不管用了。
