核武器不扩散条约的道德性

几乎全世界所有国家将聚集于纽约,参与审核核武器不扩散条约(NPT)。核武器不扩散条约是上世纪六十年代在五国(美国、苏联、英国、法国和中国)发展了核武器之后所达成的。印度、巴基斯坦和以色列拒绝加入该条约,长期以来着力于制造了他们自己的原子弹。现在北朝鲜和伊朗因发展核武器而被指责为违反条约规定。

除了法律问题之外,禁止核武器扩散是否也存在道德问题呢?在这个主权国家的世界里,某些国家能拥有核武器而某些国家却被禁止拥有核武器是不是颇为虚假?

如果现在要核弹消失,那最好就是它从来没有被发明出来过。但是历史建立在过往的每一步之上。假设现在是1939年,世界各国正在为美国是否应当发明核弹进行辩论。他们也许曾这样争论,要么所有人都有,要么都没有。但是如果他们那时候知道希特勒德国会得到核弹,他们或许就会批准弗兰克林·罗斯福的决定,在纳粹之前开发核弹。
