2008年危机爆发前,IMF的境况可谓江河日下。低迷的贷款需求使IMF银根颇紧。亚洲在1997年金融危机后就对IMF失去了信任,十年过去了仍然如此。IMF研究团队仍属高端,但IMF银根收紧使他们也面临着被裁撤的风险。

危机一来,形势一下子就倒转了。很显然,在应对危机导致的不稳定上,IMF仍旧起着关键作用。不但如此,由于IMF有着广泛而深入的专业经验,其一举一动在全球合作解决经济和金融问题时显得至关重要。如果各国不能精诚合作,那么全球金融体系就会周期性地出现不稳定,走上不可持续、最终趋于毁灭的道路。眼下,我们就在经历这种不稳定。
