柏林——将北约和欧盟与今年2008欧洲杯足球赛事上的法国和意大利队互相比较似乎颇具吸引力。归根结底,是“竞争力衰退”的过程把它们紧紧联系在一起。欧盟和北约也许自诩为防务领域中潜在的竞争对手或是互补的合作伙伴。可这两个组织领袖私下里的言论却折射出同样的失望情绪。

“我们没能把军事优势转化为政治影响,”一位北约人士叹道,他的观点与欧盟代表在评论欧盟的中东作用时所采用的口吻非常相似。“我们没能把经济援助转化为政治影响,”他们发出了这样悲伤的叹息。

值此爱尔兰刚刚投票否决《里斯本条约》和阿富汗安全局势进一步恶化之际,这两大机构所面临的危机肯定截然不同,但从本质上讲又都离不开身份危机。北约和欧盟在双重扩张之后又都被迫重新界定自身的作用,并重新思考自身的目的。从这个角度来看,北约所面对的挑战也许更为艰巨,因为扩大安全机构不仅意味着吸收新成员国加入,而且意味着要履行新的“区域外”职责。
