中国的环保问题

美中两国游离在全世界为气候变化建立一个新的后京都框架的努力之外。五十年以前,世界上其他的国家也许会任由中美两国被它们排放的废物所吞没,而自行去解决传统和温室气体排放的问题。但是世界现在已经变得极为互相依赖,在一个地方发生的事情会影响到其他所有的地方。

比如说,旅游者和当地居民长久以来一直把香港看成是南中国海岸上的一座美丽的城市。然而,至少在最近五年时间里,香港居民发现他们因为这个城市越来越差的空气质量而咳嗽和喘气。大企业雇主甚至抱怨无法吸引海外人才。

香港自身的发电厂、越来越多的机动车以及繁荣的海运业所带来的污染还有办法减少。但是这个工业烟雾的罪魁祸首就像海岸水域越来越严重的污染却来自它对岸的中国广东省珠江三角洲地区迅速发展的工业。中国不但在出口越来越多的产品,它同样在传播其环境的退化。
