新德里——今年恰好是巴基斯坦叶海亚·汗军事政权执行1971年3月“探照灯行动”的40周年纪念日。那次军事远征行动不过是系列军事行动的一部分,目的是恐吓当时称为东巴基斯坦(也就是今天独立的孟加拉共和国)躁动不安的民众。 随之而来的是人类历史上最恐怖的大屠杀,国际社会现在已经将这段历史几乎忘得干干净净。

巴基斯坦起源于1947年英属印度的分裂,但这一地区被分割成相距数百英里之遥的两块飞地。 尽管同样信仰伊斯兰教,但东西巴基斯坦之间存在相当大的文化和语言差异。

东巴基斯坦民众具有强烈的孟加拉意识,那里还居住着庞大的印度教少数族裔。 此外,东巴基斯坦人对政治权力掌握在西巴基斯坦政客和将军手中非常不满,因为这些人明目张胆地无视孟加拉人的要求。 在不少人看来,巴基斯坦建国后,东巴基斯坦不过是从一种形式的殖民主义变成了另一种形式的殖民主义。 并且随着孟加拉自治要求愈演愈烈,只换来当权者越来越残酷的压制。
