美元的末日?

剑桥——中国人民银行行长周小川近日表示,如果用特别提款权(SDR)取代美元成为主要储备货币,这将对世界金融的稳定起到积极的作用。显然,这种将超越国界的货币作为改革储备货币的想法,得到了俄罗斯和法国,以及其他新兴市场国家的支持。以此同时,诺贝尔奖得主约瑟夫·斯蒂格利茨领导的联合国顾问委员会也提出建立了全球通用的储备货币的概念,并且表示,该货币最好是以特别提款权为基础而设立。

如果将特别提款权取代美元作为世界主要的货币,这将是60多年来一次最重要的金融改革之一。特别提款权是在40多年前开始使用,当时主要为了应对外汇储备币种的不足,这同时也是IMF改革计划的一部分,为的是将SDR作为全球主要的外汇储备币种。

然而,随后,美元占据了主导地位。慢慢变成了世界金融系统的主要外汇储备货币。SDR的市场份额逐渐萎缩,两者之间的关系有点类似于国际语和英语之间的关系。
