中国威胁论,第二部?

在有关欧盟是否应当解除对华军售禁令的争论中,一个更为广泛更为迫切的问题被人们忽略了,即:布什政府是否再一次将中国定位成了一个战略竞争者?就如其在执政早期阶段、也就是布什迫于反恐战争压力转而寻求与中国领导人的合作之前一样?日本加入美国阵营、与台湾一起反对欧盟对华军售解禁之举则暗示着情况确实如此。

日本政府从没有在台湾问题上有过与美国政府如此亲密的合作。1996年两国联盟关系升级的时候,日本的军事行动范围已经远远超出了日本本土范围。但是日本政府一直故意对他们的责任含糊其词,拒绝对日本防卫部队活动的地理边界范围作出明确划分。

大约十年之后,日本意欲挑明其战略。安倍晋三,日本执政党自民党干事长、最有可能在明年接替小泉纯一郎担任日本首相的候选人,直截了当地说:如果我们向中国发出美国和日本将会坐视并容忍中国对台湾动武的信号,那么我们就错了。
