巴尔干地区的新常态

欧盟在巴尔干地区取得了极大的成功,但外界所知不多。欧盟依然坚定地承诺将接纳该地区的国家入盟。今年九月,欧盟外交事务高级代表凯瑟琳•阿什顿(Catherine Ashton)成功地打破了塞尔维亚与科索沃关系的僵局,将双方带回到谈判判桌前。欧盟的软实力一如既往,清晰可见。

此外,就在本月,最近二十年来围困住本地区的签证之墙终于全部倒塌了(但科索沃阿尔巴尼亚族区域除外。)就好像是发生在欧盟中心区的危机尚未波及巴尔干这个边缘区域。至少这是欧盟委员会所希望看到的巴尔干,也是巴尔干地区国家希望展示给世人的形象。
