华盛顿——国际货币基金是一家极其有用的组织,它能在短时间内为全世界几乎所有国家提供大量的资金和技术援助。它还有一个巨大的优势是在外界眼中它无聊到令人难以置信。

遗憾的是对于国际货币基金组织而言,它现在需要提升公众形象来说服美国国会批准某些重要的改革。乌克兰危机本来或许有所帮助,但现在看来已经不太可能——这也许是件好事,因为一个意想不到的后果或许是对乌克兰贷款超过它真正需要的额度。

在国际经济领域,外界眼中的无聊在无需接受大量外部审核即可自主做出重大决策的意义上其实是一种授权。从1918年到1939年国际经济合作非常罕见——这在很大程度上是因为由引人注目的国际会议统一审核所有的拟定议案。1944年国际货币基金组织成立后,其中很多决定失去了曾经的趣味性成了家常便饭,但却大大降低了执行的难度。
