印度民主乱象

新德里—本月,印度第十五届人民会(议会下院)带着耻辱成为了历史,在印度成为民主国家六十年以来,这一届议会(任期五年)是成就最低的一届。整个五年都迷失在反对的干扰中,频繁的休会让立法者没有时间深思熟虑,2009年5月选出的这一届议员们花在立法讨论的时间比任何一届前任都要少,通过的法案数量也更少。

彷佛这还不够糟糕似的,这届议会还出现了各种刷新下限的奇葩行为,毁坏话筒、在议会大厅打架、甚至有一位议员喷洒胡椒喷雾阻止议会讨论他所反对的法案。在胡椒喷雾事件中,议会主席不得不带着剧烈的咳嗽逃离座位,更有三名患有哮喘的议员被送进了医院,而作乱者解释说,他是为了自卫——有人阻止他采用不那么极端的手段搞破坏。

对我们这些想通过选举进入议会进而参与深思熟虑的讨论、推动印度前进以及商议约束治理我们的法律的人来乱说,这样的体验实在让我们感到意兴阑珊。
