    柏林--两周以来,伊朗政权好像最终认识到,如果继续追寻其核武计划,就有可能爆发大规模军事冲突。确实,德黑兰发出了有趣而且前所未有的声明和信号,表明伊朗越发愿意就其核武和地区安全问题举行谈判。美国决定派遣副国务卿伯恩斯会见伊朗首席核武问题谈判代表也说明国际社会也在严肃看待这些信号。

    但是,伊朗最近举行军事演习试射火箭,而且伊朗总统内贾德及其外长拒绝接受妥协建议。这些都说明该国的领导阶层在伊朗应该采取何种战略方针上存在严重分歧。

    伊朗领导层现在还错误地认为以色列威胁摧毁其核子设施只不过是其总理奥尔穆特内政困难的表现而已。奥尔穆特政府深处困境,但是这并非以色列和伊朗两国冲突一触即发的原因。
