普京的努力效果如何呢?答案怕是不容乐观。由副总统切尼领导的布什政府(切尼获得了老板布什的明确授意)不久前指责俄国退回到了旧式的“邪恶帝国”时代。普京不甘示弱,把美国描绘成“豺狼同志”,随时会扑到弱小的国家身上,把猎物撕成碎片。布什和普京在圣彼得堡的见面会是怎样一种场景似乎越来越成了难以破解的悬念。

而欧洲国家还在为年初的时候卷入俄罗斯和乌克兰的天然气争端,导致天然气输送一度中断而心有余悸。在他们看来,与俄国讨论“能源安全”就跟与鳄鱼同志探讨用水安全的问题一样荒唐可笑。
