柏林——欧盟原本被心理学家称为“如梦似幻的目标”,如此这般的理想目标可以彻底激发人们的想象。我认为它是开放社会的化身——民族国家为了共同的利益而放弃部分主权,结成任何国家或民族都无法操纵的联盟。

但欧元危机后的欧盟已变得截然不同。会员国现在割裂为债权国和债务国两大阵营——这两大阵营由债权国占据主导。德国作为最大也最有信誉的债权国占统治地位。债务国为筹资还债被迫支付高额的风险溢价,导致其经济借贷成本一直居高。他们也因此陷入通货紧缩的失控状态,这使他们在与债权国的竞争中处于明显——或许会是永久的劣势之中。

导致如此结果的并不是深思熟虑的计划,而是一系列的政策失误。德国并不想在欧洲占据主导地位,也不愿承担由上述地位所带来的责任和义务。我们可以将这称为欧盟的悲剧。
