西方在叙利亚的第二次机会

纽约——俄美最后一刻达成的对叙利亚化学武器实施国际监督的协议给了已经别无选择的西方国家实现其长期战略目标(争取叙利亚和平和结束叙利亚人民苦难)的第二次机会。

俄罗斯外长拉夫罗夫利用西方领导人未能制定明确核心目标的漏洞抢得了先机。俄国人是想制造军事僵局结束叙利亚内战,还是想推翻巴沙尔·阿萨德政府的统治?他们是想巩固禁用化学武器的国际法,还是想让伊朗明白他们捍卫“红线”的坚定策略?

俄国的建议迫使西方将禁止化学武器作为其直接目的。考虑到这是联合国安理会有可能达成一致的少数领域之一,这是中、法、俄、英、美等安理会五大常任理事国修复严重受损关系的一个不错的开始。当然,事态的发展也可能证明协议的作用只是暂时的,只能短时间阻止军事行动,但却无法实现其最终目的。协议的执行将考验俄国是否诚信。
