实现哈马斯和法塔赫和解

加沙/耶路撒冷——随着哈马斯和法塔赫在开罗会面举行第四轮民族团结谈判,不仅巴勒斯坦人、就连美国人和欧洲人也将密切关注谈判的进展。由埃及情报机构负责人奥马尔•苏莱曼主持的高层会谈将对结束哈马斯治下的加沙和由得到西方支持的马哈茂德·阿巴斯管理的法塔赫的西岸间近两年的血腥对抗非常关键。由于以前的种种失败,这一轮会谈也许会被事实证明是重建巴勒斯坦团结的最后机会。

相比而言较为温和世俗的法塔赫和伊斯兰主义哈马斯之间一以贯之的内部分裂不仅造成了巴勒斯坦领导层秩序混乱,而且致使与以色列展开有意义谈判的目标几乎不可能实现。此外,持续不断的内部分裂继续阻碍加沙地区的重建努力,而在今年早些时候以色列发动军事袭击以后,人们又迫切需要这样的重建。因此,开罗举行的谈判结果将影响到巴勒斯坦人和以色列人——事实上,这次谈判成功与否还将影响到中东和平进程所有的利益攸关者。

在前几轮谈判中,各方已经原则同意组建西岸和加沙地带联合政府,并原则同意在2010年1月前在巴勒斯坦的领土上举行总统大选。但法塔赫和哈马斯仍然在如何组建负责筹备大选的政府方面存在根本的分歧。
