重建利比亚

发自班加西——在经历了整整六个月的武装斗争后,利比亚反对派终于成功推翻了卡扎菲。但他们虽然在军事上节节胜利,在政治和经济方面却依然陷于苦战。而如果想将革命成果长期延续下去的话,他们就必须克服自身的一系列弱点。

在今年2月17日发动起义后,利比亚反对派随即成立了名为全国过渡委员会的政治实体以及名为执行委员会的内阁班子。虽然这些机构的成员来自于利比亚社会各阶层并富有经验,却依然受到了众多问题的制肘和困扰。

有批评认为过渡委员会运作缺乏透明度并有黑箱决策之嫌,同时也质疑其成员的甄选标准。利比亚人认为委员会主席穆斯塔法•阿卜杜勒-贾利勒不喜欢任用对国家重建有用的专业人才,却偏爱那些蹲过卡扎菲大牢的前政治犯。而如果过渡委员会连这些质疑都无法平息的话,可能也难以应对将来所遇到的种种复杂问题。
