重塑欧洲信心

罗马/斯德哥尔摩—横扫全球的经济危机正动摇着欧洲政策中那些长久以来被奉若神明的信念和措施。的确,这场危机正让人考问欧盟的立盟之本。因此,重新确立欧洲的核心特质和认同就成为当务之急。欧洲模式的根本特点—一种对内、对外和对全球都开放的模式—必须重新确认。

对内而言,欧洲必须坚持作为一个开放的社会和开放的经济体。我们应该抵制那些会动摇欧洲大业的保护主义诱惑。欧洲大业是基于“四项自由”:商品、人员、服务和资本的自由流动。

但最近得到欧盟部长理事会重新确认的欧洲经济复苏计划也主要以支持内需的国家手段为核心。在实施这一计划的过程中,各国政府必须抵制诱惑,以免将国家计划转变为狭隘的保护主义措施。这样的情况(如果出现)将会威胁到欧洲和其它地方不断攀升的失业率问题,并使应对经济危机变得更加困难。所以我们决不能回到经济、社会或政治民族主义的老路上去。
