种族和共和主义

当科学和统计的需要与政治联系在一起的时候,种族总是一个引发争议的话题。现在,正当计划采用“族裔统计”的时候,这一辩论再一次在法国引起轩然大波。这一计划触发了一场涉及到法国共和主义核心的激烈争议。

根据一部追溯到法国大革命、并在1978年得到再次确认的法律,法国政府官员被禁止在进行人口普查或者其他收集人口统计信息的时候收集有关公民的种族或族裔血缘的信息,无论确实从事或者被指控从事这一活动。

这样做的主要理由有两个。第一是体现在宪法中的共和原则。这一原则只承认公民而不接受由于血统、种族或者宗教等造成的任何区别。第二个原因是历史上造成的。有关第二次世界大战维希政权痛苦的回忆依然记忆犹新。当时,公民的身份证上盖有“种族”以及宗教信仰的印章,用此主要工具来抓捕法国犹太人并送到死亡集中营。
