Une nouvelle Commission européenne vient d'être nommée. Quels devraient êtres ses objectifs principaux ?

La Commission fut créée à l'origine comme un corps technocratique relativement indépendant de tout contrôle national ou supranational, et à juste raison vu son mandat. La Commission fonctionne au mieux quand elle s'en tient à ce rôle. N'oublions pas l'excellent travail qu'elle a réalisé dans le cadre de la politique concurrentielle : l'éclatement des cartels et la suppression des subventions gouvernementales, même quand elles se présentent sous des formes déguisées, telles que les garanties gouvernementales apportées pour soutenir l'endettement des sociétés.

La leçon a en tirer est que les Commissaires devraient se concentrer sur les tâches qui leurs sont spécifiques, sans perdre de vue les intérêts de l'UE plutôt que de prendre en compte ceux de leur pays d'origine. Mario Monti, Commissaire à la concurrence ayant un certain succès, est italien, mais personne ne l'a jamais accusé de défendre les intérêts italiens. En fait, son combat contre les subventions gouvernementales allait même à l'encontre des pratiques italiennes habituelles.
