朝鲜的导弹怒火

首尔-朝鲜的导弹计划再次使亚洲的紧张情绪升温。和以前“出人意料”地发射导弹不同,这次朝鲜政府提前通知各国际机构,它将在四月四日到四月八日的某一天中发射一颗“卫星”。对国际社会而言,现在的问题不是朝鲜当局是否会发射导弹的问题,而是朝鲜发射导弹后会发生什么的问题。

美国、日本和韩国都已经公开宣称朝鲜发射导弹的行为是“挑衅行为”,并谴责朝鲜违反了联合国安理会第1718号决议——这个决议是朝鲜2006年10月份进行核武器实验五天后,由联合国安理会通过的。

但是,对于朝鲜发射导弹的问题,现在需要的不是激烈的言辞,而是对朝鲜发射导弹军事意义的冷静评估。如果日本、美国和其他国家试图拦截或者回击朝鲜发射的导弹,那么,军事紧张局势——甚至是可能的对抗——就非常可能会接踵而来。对该地区的各国政府来说,怎样防止不必要的军事措施以及对抗措施,是最紧迫的考虑。现在最重要的问题是,为努力结束朝鲜核计划而持续进行的六方会谈(六方会谈由中国、美国、日本、俄罗斯、韩国和朝鲜六方组成),不能成为朝鲜发射导弹的牺牲品。
