里加会议后的北约

苏联瓦解以后,许多人预测北大西洋公约组织(北约)也走到了尽头。但就在前几周,北约还在拉脱维亚(曾是前苏联一部分)首都里加召开了首脑会议。

北约创建于1949年,是一个旨在牵制苏联强权的联盟。其重点在西欧,并且曾作为笑谈被指出,其目的是孤立俄国、摧毁德国、拉入美国。但曾经的冷战世界早已成为过眼云烟。德国成为紧固于欧盟的民主国家。苏联坦克在北德平原扫荡的威胁也并不存在。

北约通过不断转变得以存在。虽然一些曾被苏联占领的中欧成员仍认为北约是制约苏联野心复生的政治保证,但实际上其目标已不针对俄国。事实上,北约欢迎俄国官员在和平伙伴项目下参加军事演习并访问北约总部。残留的疑团和俄国自尊给北约俄国协议造成了局限,但该组织的重心已不在俄国。
