克莱蒙特,加利福尼亚州—最近,中国举行了一系列鲜为外界关注的高规格隆重仪式纪念前领导人邓小平110年诞辰。但是,与近期中国的大部分政治节日一样,很少有人会去思考究竟在庆祝什么,也很少有人去思考邓小平的治国理念究竟意义何在。事实上,尽管邓小平理应因为领导中国走出毛泽东极左思潮的深渊而受到国人爱戴,但他的治国大政方针——即所谓的“邓小平理论”,或者说是专制发展观(authoritarian developmentalism)——如今正在阻碍中国的进步。

将作为改革家的邓小平和作为治国之道的邓小平主义区分开来,这决非毫无意义的学术游戏。邓小平拿其个人和中共的权威冒险打破毛泽东思想传统,发动了中国的经济革命。作为一个伟大的改革家,邓已于1997年逝世。作为治国理念,邓小平理论强调强大的一党统治下的现代化,在邓小平逝世后继续决定着中国的治国方略。

邓小平有一句名言,“不管黑猫白猫,能抓到老鼠就是好猫。”这被认为是邓小平坚定务实主义的写照。但即使是务实主义者,也有核心原则约束他们的行为,邓小平亦不例外。他有两个信念是不可动摇的:中国共产党只有通过经济发展才能继续掌握权力;中国只有在强大的一党制度下才能实现现代化。
