将作为改革家的邓小平和作为治国之道的邓小平主义区分开来,这决非毫无意义的学术游戏。邓小平拿其个人和中共的权威冒险打破毛泽东思想传统,发动了中国的经济革命。作为一个伟大的改革家,邓已于1997年逝世。作为治国理念,邓小平理论强调强大的一党统治下的现代化,在邓小平逝世后继续决定着中国的治国方略。

邓小平有一句名言,“不管黑猫白猫,能抓到老鼠就是好猫。”这被认为是邓小平坚定务实主义的写照。但即使是务实主义者,也有核心原则约束他们的行为,邓小平亦不例外。他有两个信念是不可动摇的:中国共产党只有通过经济发展才能继续掌握权力;中国只有在强大的一党制度下才能实现现代化。
