伦敦——2000年9月,联合国千年发展目标将国际社会汇聚一堂实现共同的目标。2015年到期的千年发展目标开启了全球合作的新时代,在千百万人摆脱极端贫困、改善医疗教育机会以及女性授权等领域取得了真正的进展。

原有的八项千年发展目标,包括降低儿童死亡率和普及小学教育因其简单明了和容易量化而备受称赞。我们把抽象而巨大的挑战细分成可以量化的阶段。但阿尔伯特·爱因斯坦曾经说过,“不是所有重要问题都能量化,也不是所有可以量化的问题都重要。”

今天,重要的是我们必须跳出过去行之有效的方法的羁绊。成功的后2015年计划必须打破原有模式并立足于对包括移民等复杂问题在内的发展进程的全方位勾勒。否则全球发展计划也许会变得无关紧要,并失去对利益相关者的关注。
