跨大西洋权衡

伦敦—跨大西洋贸易和投资伙伴关系(TTIP)的思想提出20年后,美国和欧盟上周终于同意开始谈判了。这一关系的建立——应该会在2015年初开始——不啻急需的“没有赤字的刺激”,能刺激0.5个百分点的美国和欧盟GDP年增长率,也能提高大西洋两岸的就业水平。

双方都旨在取消双边贸易中仍然存在的关税,但最为渴望的还是削弱最厚实的非关税壁垒——主要是相互抵触的技术和卫生标准和监管,这些壁垒阻碍了双边经济关系的发展。加紧监管合作可能还有助于美国和欧盟应对商业领袖所谓的来自中国的不公平国内外竞争的挑战。

TTIP如何才能不辜负人们的热望?最能说明问题的是,高规格就业和增长工作组(High-Level Working Group on Jobs and Growth,其职责是指出哪些政策和措施应该包括在谈判中)给出的建议颇为保守。
