伦敦——自1973年法国收回戴高乐的否决票让英国加入欧洲经济共同体以来,英国与欧洲一体化进程之间的关系从来没有取得过进展。由于历史和文化的原因,英国人一直与欧洲人貌合神离。

几个世纪以来,英国的外交政策一直在尽力避免与欧洲永远绑在一起;但更重要的是,这是在防止大陆势力取得主导地位,特别是这一势力恰好是法国的话。与此同时,英国在全球广开殖民地。随后,随着日不落帝国的太阳终于落下,英国又开始试图维持与美国的“特殊关系”。加入欧盟并非表明英国相信欧洲一体化,而是不得不承认跨大西洋关系进展缓慢。英国公众对欧盟的态度往好了说,也只是不冷不热。
