欧洲应对土耳其兑现的承诺

重要的一刻终于来临。欧盟已决定在12月17日决定就是否启动土耳其入盟谈判作出决定。今朝的欧盟会准备推翻四十年前夏尔·戴高乐和康拉德·阿登纳这两大政治巨头规划的路线吗?

1999年,欧洲各国政府领导人做出决定,“与其他候选国一样,只要土耳其符合欧盟标准,就能正式加入欧盟”。随后他们深入了解了支持反对双方对土耳其加盟的看法。三年后,他们又做出同样的决定,申称若他们在12月份认可土耳其已达到欧盟政治标准并决定向欧洲联邦执委会对土耳其作出推荐,他们就立刻启动土耳其加盟谈判。结果土耳其在10月获得了推荐。

欧洲联邦执委会在对土耳其的推荐中,突出评价了土耳其的进步,同时也要求土耳其继续推进相关领域的改革。但是,执委会的结论是清晰明确的:“土耳其十分符合欧盟政治标准,并提议启动土耳其入盟谈判。”要是欧洲各国领导人现在准备中断与土耳其的入盟谈判,他们不仅否定了当初所作的决定,而且也违背了欧盟对土耳其的一再政治承诺。
