难以成形的欧洲增长共识

巴黎—在大部分欧洲国家,当前人均GDP都要低于六年前。有的国家,比如希腊、意大利和爱尔兰,人均GDP比六年前低了10%有余。即使在人均GDP比六年前更高的德国,过去六年的平均增长率也是萎靡不振。

如此情形的恶劣后果怎么高估都不过分。自2008年以来,欧盟已经失去了600万个就业岗位。许多近几年才进入劳动力市场的年轻人一直无法找到与技能相匹配的工作,他们将为此付出终身代价。政府一直在收入每况愈下的情况下勉力完成着平衡收支这一不可能完成的任务。而最糟糕的是,公司在制定投资计划时开始给欧洲予以折价,而这会导致总动能的永久性损失。

在这样的情况下,增长应该被置于政策日程的当务之急。但是,尽管欧盟和各国政府嘴上说得漂亮,实际上它们并未设计出有效的经济复苏战略。
