功败垂成的日本改革

发自东京——据说革命这类事件一般不会在人们感到绝望时爆发,而是发生在人们充满期望之时。这大概也是他们常常在革命后感到失望的原因。这种期望通常都会有一个很高的起点,但却无法兑现,接着导致愤怒,幻灭,还常常伴随着骇人听闻的暴力行为。

在2009年发生在日本的政权更替——自民党自1955年以来几乎从未间断的政权垄断终于被民主党一手终结——并不是一场革命。但就像美国选出了第一位黑人总统那样,这场更替承载着大众的殷切期望,并承诺要与过去来一个彻底的了断。

日本人的变革似乎比美国人更具有实质性。民主党不但将许多新面孔推向政坛,还想要改变日本政治的本质。最终日本的民主制度将充分运转起来,不再是像以前那样虽号称民主,实际上却是一个在官僚手中运转着的一党专政国家。
