日本的新领导模式

发自阿姆斯特丹——在日本传来的众多骇人听闻的新闻中,新政治领导标准建立的消息往往会被忽略——这在某种程度上是因为日本媒体还是一如既往地批评官员在灾难面前应对不力,而许多缺乏主见的外国记者则简单照搬了这种批评式口吻。但相对于1995年神户大地震后当局那种对灾民的苦难袖手旁观的态度,这次政府的行动已经极大改善了。

在这次地震中,日本首相菅直人的民主党政府全力以赴投入救灾,其中包括内阁对整个事件前所未有的高度参与以及新成立的特别任务部队。首相本人经常偕同相关官员一起身着普通日本工程人员的工作服出现在电视上。

而在1995年,那些从残桓断壁下生还的神户人只能依靠所属的企业或者宗教组织提供救助。而不属于这类团体的人则只能自力更生。这一状况反映的是一种“封建式”的社团主义行为模式,而市民与国家之间的直接关系则根本没有发挥作用。而民众对政府忽视神户灾民的普遍愤怒则进一步助长了改革运动的声势,最终造就了菅直人的崛起。
